Schools receive an annual resource package for the purpose of providing educational programs for students throughout that year. Schools may also receive other funding from the Department as well as receiving income from other sources. Generally, like the resource package, these funds should be used in the year that they are received. However, in some circumstances, schools may need to carry funds over from one year to the next. A reasonable carry over is 25% of a school's annual resourcing package. As at January 31 2009, Cygnet Primary School has carried over the equivalent of 85% of its annual resourcing package. Cygnet Primary School is located in the township of Cygnet on the Huon River estuary, 55 kilometres south of Hobart. The area is traditionally known for its apple orchards, timber trade and boat building industry. Rising industries in the area include aquaculture, tree farming, organic agriculture, soft fruits and berries, tourism and other boutique industries. Cygnet Primary School has just over 230 students from Kindergarten to grade 6. There are two other schools in the local area. A Catholic school caters for prep to year 10 students and a small independent school includes kinder to grade six students. The Cygnet Community values the Arts both visual and performing. This is a major focus of our community during the year for local, national and international events. Sport also plays a big role in the town. Cygnet based clubs and groups thrive and a diverse range of sports are now available. Financial hardship is a factor for our school community with half of our school's students being on the student assistance scheme. Twelve percent of the Cygnet population is registered as unemployed. The Cygnet community includes those who have lived in the area for many generations as well as those who have settled here more recently from elsewhere in Tasmania, interstate or overseas. This has led to a diverse population with different social and political ideologies. Whilst this does cause some lively debate, there is also relative acceptance of difference, both in the school and the general community.
