Schools receive an annual resource package for the purpose of providing educational programs for students throughout that year. Schools may also receive other funding from the Department as well as receiving income from other sources. Generally, like the resource package, these funds should be used in the year that they are received. However, in some circumstances, schools may need to carry funds over from one year to the next. A reasonable carry over is 25% of a school's annual resourcing package. As at January 31 2009, Brooks High School has carried over the equivalent of 50% of its annual resourcing package.

Brooks High School is a dynamic and evolving community of learners committed to sharing learning experiences and providing students with pathways to their future. The school is based on teams which provides for students and staff, a supportive learning environment. The teams provide a mechanism for teachers to understand in detail the learning needs of students and then provide an educational program to engage students. Planning of learning resources are conducted in a collaborative manner with a high level of integration of literacy and numeracy skills to encourage students to translate learnt skills into practical applications. The school’s Personal Interests (options) are designed and driven by the school community and generate exciting learning programs for students. The Personal Interests are taught with passionate enthusiasm by staff because they are teaching an area of their own personal interest e.g. Weights and Fitness Training, Animals and Us, Brooks Berries etc.
